I'm not so sure. MS SOAP is incompatible with all other implementations including IBM's (Java-based) version. Below is a link to an interesting article that was forwarded to me that compared the two. IBM's version stood head and shoulders above MS. The conclusion was to use MS's version if one was interested in MS to MS interaction.
