My video card is supported by XFree86 4.1 (Number Nine Motion 771) but I *AM* running a 2.4 kernel (2.4.9) and I've upgraded to glibc-2.2.4. Are you saying that I will have to upgrade my video card in order to get 1.4 support in the future?

The minimum requirements for 1.3 are: Kernel 2.2.16, glibc-2.1.3,
XFree 3.3.6 (but I would recommend a 2.4 kernel and glibc-2.2.4).
Most likely this will apply to the first 1.4 releases too (later 1.4
releases may require glibc-2.2.4 and XFree 4.1).
