No, the article is wrong.  The situation is still the same:
SCHED_OTHER doesn't support priorities.  SCHED_RR & SCHED_FIFO require
superuser privileges and aren't really suitable for Java anyhow.

Implementation is trivial, some Java versions already make the
necessary calls but as long as Linux doesn't support it, it won't show
any effect.
