Programmer Analyst IV-

Under general direction, has duties of instructing, directing, and checking
the work of other systems analysis and programming personnel. Formulates and
defines system scope and objectives for assigned projects. Devises or
modifies procedures to solve complex problems considering computer equipment
capacity and limitations, operating time, and form of desired results.
Prepares detailed specifications from which programs will be written.
Responsible for program design, coding, testing, debugging, and
documentation. Has full technical knowledge of all phases of applications
systems analysis and programming. Has good understanding of the business or
function for which application is designed. Responsible for quality
assurance review. Responsible for directing and monitoring the work of team
members. May be responsible for project completion and user satisfaction.

Develops editorial tools and applications in support of Content Management
Systems.
Design systems for reuse across projects and across product lines. Document,
communicate and champion the opportunities for reuse.
Create the functional and technical specifications used to implement content
management solutions at an enterprise level.
Conducts hands-on application development of software and technology
leveraging Java, JDBC, J2EE (JMS, JSP, Servlets, Web Services), JFC, Java
Swing, SQL server, XML, XSLT, Tomcat, Topic Map technology, RDF, Linux
Lead the design, development, and testing as well as serving as a technical
expert in all phases of application delivery.
Responsible for the understanding and application of the organization's
processes, procedures, design and coding standards
Reviews, analyzes, and modifies software systems including coding, testing,
debugging, and installing
Review requirements for feasibility; identify and resolve any limitations
for implementation.
Analyzes requirements from users to create specifications and designs
applications to requirements.
Contributes to architectural and Developmental decisions
Delivers artifacts within planned time lines
Support enterprise wide applications by providing accurate, professional and
timely feedback to requests for assistance. Follow-up to ensure that
internal customers are satisfied and that all problems and issues are
resolved.
Stay current on emerging technologies and technology trends. Analyze new and
emerging technologies and drive the organizational and enterprise shifts to
implement new technologies as appropriate. Participate in external
technology forums.
Prepare prototypes and validate use cases.
Adheres to quality standards.
Installs tools to support business applications and users
Communicates status of work in a timely fashion
Works independently and is as well a team player
Conducts reviews and evaluations of the work completed by peers

Education: 4 Year Bachelors Degree in Computer Science or Information
Technology Experience: Minimum of 5 to 7 years of experience as a programmer
with complete hands experience on all stages of SDLC. Approximately 5 to 7
years of experience in Java and J2EE Technologies,JFC, Swing, JMS, JSP,
Servlets, JDBC, JavaScript, XML and XSLT. Approximately 4 years of
experience in SQL Server, SQL, Stored Procedures. Approximately 4 years of
experience with gathering business requirements, documenting them, and
converting them into robust system designs. Minimum 2 years of experience in
Web Services and design patterns. Minimum 1 year hands on experience on
Linux operating system. Experience in writing the Functional and Technical
specifications, detailed component design documents. Experience in writing
the Unit Test Cases, Integration Test plans and User Guide. Experience in
use of JUnit. Execellent in verbal and written communications is a MUST.
Experience with Topic Map using TMAPI, TMQL, and Resource Description
Framework is a plus. Other Knowledge, Skills, Abilities or Certifications:
Required: Experience in Multithreading and Synchronization Programming in
Java, XML Schemas, Java Certification Desirable : Topic Maps, Content
Management Systems, RDF
