While we haven't suffered such long pauses, when diagnosing such problems I have found that profiling tools are invaluable for diagnosing the root cause. If you haven't already, consider tracking object allocation and lifecycle using a profiler like JFR (free on modern JDK): https://docs.oracle.com/javase/10/troubleshoot/troubleshoot-performance-issues-using-jfr.htm#JSTGD299 or YourKit (paid). Given that you mention that you must restart the service to clear the problem, that sounds like a memory leak to me. Tuning GC and JVM parameters is extremely unlikely to fix a leak; it will only prolong the eventual crash.
