Can you try for this in two steps as follows. 1.) First without Axis2 just configure your Tomcat for SSL properly , there are number of good documentations on web or you can contact Tomcat user list for this. There are number of sample web applications available on Tomcat so you can test SSL for one of these application.
2.) Once you done with Tomcat/SSL configuration follow the steps listed in here [1] to configure Axis2 for SSL.
