Thanks. Setting the options.setAction("urn:method-name") seems to work
just fine.
It does seem a bit redundant though since in my invokeBlocking call I
pass in a
QName(uri,"method-name"). Any idea why both are necessary?

Make sure you have set 'action' properly in client side.
e.g -
options.setAction("urn:increment");
