Hi,
 
Now it is sorted the issue was that the eclipse tool was deploying the service 
to a different location in tomcat than webapps.

Yes. You are correct. 

Your Axis2 server's hot-update feature has to be enabled in the Axis2.xml file. 
Can you check your Axis2.xml configuration file?

redeployment?

Did you redeploy the axis2 service after changing your Skeleton class? What is 
the mechanism you used to Auto Deploy the service as per $subject?
