So, is it safe to assume that I can't actually modify the WSDL result?
Is it also safe to assume I can't enforce a "required" parameter with axis2 1.6.x when using a POJO?

That's all peachy, and the web service returns my custom WSDL, but it doesn't actually change the results of the web service call. For example, I have a return from a POJO method, which is a Java object. It's returned fine, but the name of the element is "return", instead of the name I've given in my custom WSDL.
