Those SNAPSHOT artifacts are push by Apache build server, I hope latest artifacts resolve this issue. If you work on 1.7.0 SNAPSHOTS you have to follow up with AXIS2-5315 [1] changes specially r1349635 [2] which related to MessageReceiver MEP URIs.
