The VM of Tomcat must know about that; 

 

i.e. in Tomcat for Windows

catalina.sh shows

#   CATALINA_OPTS   (Optional) Java runtime options used when the "start",

#                   "run" or "debug" command is executed.

#                   Include here and not in JAVA_OPTS all options, that should

#                   only be used by Tomcat itself, not by the stop process,

#                   the version command etc.

#                   Examples are heap size, GC logging, JMX ports etc.

So it is a Java switch when it comes to launch Tomcat which must be set.

 

It is (in our company) a hint for the ProxyServer to straight start with Basic 
authentication, 

i.e. it shall not start with negotiating cycles, 

i.e. it shall not using NTLM authentication first and if that fails use Basic 
authentication (as they normally do).

 

Also in your case, I would use WireShark, a network protocol analyzer, to see 
what happens on the network level.

You will then see immediately if your proxy server allows you to reach out to 
the intranet web server, 

or if already this fails due to missing or bad authentication 

or due to entering into a lengthy negotiation cycles which might be badly 
supported by your client (Tomcats JVM)

depending on the negotiating schema your proxy is using.
