The slack channel (named 'lucene-dev') is generally for people building lucene itself, and not generally for people looking for help providing solutions using lucene. Typically one gets an apache.org address by contributing enough to an apache project to get invited as a committer. Alternatively, (but more difficult) you can found a project and therefore be an initial committer.
If you have questions about lucene usage or ideas for improvements that you are considering contributing, you are already in the right place to discuss that (this list). If you do begin contributing and have development related questions, lucene-dev email list is correct, and more frequently used by actual lucene devs anyway. Slack usage is spotty and fewer people monitor that than the email lists so one may often get slower responses via slack anyway (note the response within minutes you got on this thread ;-). Of course, more technical questions may wait longer for someone who has that specific expertise of course ).
