        JSRs are for APIs and other specification changes.
        I don't believe the internal redesign of the 2D reference
        implementation would be mentioned in a JSR.

        API changes proposed for the core platform in the next release
        (codenamed merlin) will be subject to the Java Community Process 2.0
        under the blanket merlin JSR :-

        I have heard (but am not authoratitive on this) that some kind
        of specification of all proposed new API for merlin will be published
        on the JCP web site, approximately within a month.

        That should include any API changes currently proposed for 2D.
        The proposed interface for volatile images would be a good example.

        I am not sure how the merlin spec will cover APIs destined for merlin
        but already covered under other JSRs (such as the Image I/O API which
        is JSR015).

        Once the merlin spec is published then anyone will be able to comment
        on it, not just licensees. There will be an email alias established
        for comments.

        This is all based on my personal understanding of the process
        which I believe to be fairly complete, but is not authoratitive.
