At minimum, you'd have to decompress one cell (16x16) and extract the decompressed value. I suppose you could just do the calculations for the one pixel within the cell. I know with regular Java2D you can't do this, but doesn't ImageIO allow for region extraction? So, for your #1, the value of 1 pixel can only be found by retrieving a sequence of value that represent the cell that contains the desired pixel.
