Hi there maby this is somewhat fare fetch but In swing there is a component called JLayeredPane and you could add a component to a JLayeredPane and then move it around with the mouse. This actually works quite fast.
Ie set the mouseCurser to be a transparent type then create what type of mouseCursor you would like and add this to the JLayeredPane.
