I am wondering if JVM's rendering engine implements the kern tracking

No, but we've thought about it. A lot of text code fast-paths the rendering/measuring process for Latin-1 by assuming character advances are independent of context. Kerning breaks this, but some people want kerning for better quality output. It would take some work to avoid impacting text rendering performance, which is why this has stayed on the back burner.

There might be a bug filed on this, if so, vote for it, otherwise, please
add one if you have a need for kerning.
