What I'm actually seeing is that the per-vertex color is really washed out
where the material would appear light, and totally overwritten as the
material appearance gets darker.

Although the specs have not a word, in my experience, as soon as you
apply a Material, the per-vertex color information is toast, and only
the material's ambient/emissive/specular/diffuse colors count. -Tim
