Haven't ever come across this problem, but i think i know where the problem
is. Run Java plug-in conrol panel (Start/Programs/Java Plug-in Control Panel).
Go to Proxies tab and see if "Use browser settings" checkbox is checked. In
case it is (almost sure it is), keep on reading. Uncheck the box and set
manually proxies addresses. I think your Netscape use "Automatic Proxy
Configuration" option for Proxy (to check this out go to Edit menu of NS, then
Preferences and choose Proxies from Advanced item of the tree on the
left of the dialog) and plug-in just fails to find config file. If u don't
know your proxy settings, ask someone who does (like it's often written in
manuals :) ), or find that proxy configuration file following the URL printed
out in that box. As far as i remember this file is placed in the same dir as
netscape.exe (Netscape/Program) and is called smth like proxy.cfg or
autoproxy. Smth like that. I remember that it's quite easy to figure out real
proxy addresses from that file. For this file syntaxis u can drop in to
netscape site. The spec is somewhere there (at least it was there a half a
year ago).
