Can't confirm the bug (haven't tried scope retrieval) but
I have experimented with influencing regions and scope.
Assuming your geometry is set up for lighting (has a material
and lighting is enabled) it WILL be lit if it's within the
lights influencing region UNLESS a scope is applied and it's
not part of it. Scoping is an additional mechanism for
restricting the application of light. Geometry is lit
only if it's within the influencing region and it's within
the light's scope. By default, lights have universal scope
so only the influencing region applies.

One feature that's missing which might be useful, is an
"all but" scope--light everything except chosen branches.
To accomplish this now you need reparent the branches
that you don't want lit and put everything else in scope.
