Hi Peter,
This is pretty simple.  You must first realize that a rotation followed by a
translation is not the same as a translation followed by a rotation (except for
trivial cases).  Thus, to accomplish what you want, you must first translate your
small cube to the scene origin, rotate as desired, and then translate back.  This
assumes the big cube is centered at the scene origin.  If it is not, you'll have to
take an extra step to compensate.
