For such an enormous dataset, I would strongly suggest you look into
parametric representation of your data, perhaps with wavlets.

<http://www.multires.caltech.edu/pubs/>.  In particular, see
"Normal Mesh Compression" by Andrei Khodakovsky and Igor Guskov which was
much acclaimed at this year's SIGGRAPH.
