Diffcult to explain since here in Austria the education system is different
than in the USA. I'll try:

It's a degree called "diploma engineer". You get it when attending a
technical
university, writing a diploma thesis and finish studying. The next academic
step would be the Ph.d. degree (or the europian equivalent).
I'll just have it in my signature for formal mails (isn't Austria famous for
its various titles ? (I think Ephraim Kishon wrote once a story about that
)),
since the degree becomes part of one's name.
