Well I agree on not recommenting Forte CE. But it's definitly not the
worst software application. On the topic for worst software application a
lot of programms from Macromedia come to my mind :). But what annoys me
most at Forte CE that there is no central global window holding all those
floating windows together. All other IDEs I know have all long given up
this technique.
For complete product deployment I really recomment Together but it's very
very expensive but it's also alot more than just an IDE.
