There's a problem with our installer on Windows ME with 1.3.1. This is bug 4440209 - you can keep tabs on the bug here: http://developer.java.sun.com/developer/bugParade This is fixed in the next version, but until then you're kinda stuck :(. The only thing you can do is manually copy the files into the proper directories. See the README for a list of the files and the directories where they go.
