You should put a -D before the propertie you call
This way (this example only works for Java3D D3D):

java.exe -Dj3d.debug=true MyJava3DApplication

The -D is to set up a system propertie, not VM propertie.
Specific java options can be saw typing:
C:\> java -help

Non standard options can be saw typing :
C:\> java -X
