I have recently came across this issue

myself and was wondering if anyone has found
a solution for it.  It seems to me that when
the OrbitBehavior detects setRotationCenter,
it causes a full recomputation of the viewing
angle, location, etc..  I know this because 
I had a similar class when I wrote OpenGL code
in C++.

You should be able to set the center of rotation
without resetting the view to the new center.

It's equivalent to moving the view to the new center
and then panning/rotation/zooming after that, so
it must be possible.
