The newsgroup passed and it has been added to the list of official
newsgroups.
Here is the status as posted to news.announce.newgroups on Aug 24:

So it was added on August 4. If you don't see the newsgroup, send a message
to your ISP to found out why it is not being carried. Unfortunately
it is not an automated process.
