For those that are interested, note that the implementation of JEP 106, "Add Javadoc to javax.tools",
is now in jdk8 b66, by way of this changeset:

6493690: javadoc should have a javax.tools.Tool service provider installed in tools.jar

However, that was only the top of the tip of the iceberg. The real work was in the underlying changesets that made that one possible. Here is the full set:
