Unfortunately "content management system" is an overloaded term.
Concerning the things that you use to manage web site content, I was
surprised at how well designed Drupal is.  The code base is well
factored and clean, and there are lots of good modules available.  The
learning curve is a tad steeper than others, but it's probably
commensurate with the power and flexibility.
