Actually, "chaptering" exists also for mp3s: http://www.id3.org/id3v2-chapters-1.0
and a tool (guess what: it's in Java!:)) http://id3v2-chap-tool.sourceforge.net/ But of course, approximately 0.000% of all the mp3 players support this.
