I don't think anyone can argue SpringSource's dedication to Open Source when 83% of all Tomcat commits and 96% of bug fixes on the most recent version are from SpringSource employees. I attended a conference by SpringSource on Friday where they cleared a lot of the information up surrounding the maintenance policy. I've put a page up at http://jamesgough.net/java.shtml with some more info, including a brief summary from my perspective of the one day conference - also there are links to podcasts on each of the technologies mentioned. The company who ran the even should populate the podcast links later this week. The keynote by Rod Johnson is definitely worth a listen!
