Facebook kinda does a "discovery popup" type if UI - where if you want to change your picture, you hover and then the widgets appear to decide to edit it (but they don't really popup, they just materialize) - its a bit odd if you don't know where to look, but once you get the idea it seems to be a less cluttered UI as you don't display widgets until you are about to need them.
