We use NetBeans and JAX-WS for our SOAP clients and overall the support is very good (we have been using it for quite some time now).
The only outstanding issue we still have (but it's more easily addressed in NB 6.5; thank you NB Team) is binding. We modified an injector which creates the property listeners for the generated POJOs someone else refers to earlier in the post.
