Absolutely.  In any normal time 6u10 would really be a full new  
release of Java. However, that would require even more overhead and  
time due to the complexities of putting out a new release with new  
API.  We specifically designed 6u10 to *not* introduce any new API.  
This allowed us to fast track the process and get things like the new  
plugin, the download kernel, and better graphics acceleration into  
your hands much faster.
