I will tell you why that is: PHP. People prefer to hire a bunch of fresh kids out of college and just "do something quickly that works", -also known as prototype- and then go live with it, without any sense of planning or scaling. When their site becomes slow, they just throw extra hardware at it. Also known as "the Microsoft windows approach". Why design something properly if PHP / ASP "just works" ?.
