I think project-jigsaw is "solving" this by adding a high-impact tool. You should check out the mailing list for plans/designs. Specifically, the demo at Java ONE is aiming towards creating a "module" and converting that module into an RPM that can be deployed. I believe this may finally standardize the way you release "packages" in java, however I hope the politics of jigsaw can be resolved.
