Have you tried using the ClearCase support modules for NetBeans? Looks
like they have the ability to hijack files etc.:

(I haven't tried it myself).  Certainly writing support to switch the
file read/write status on a file would be trivial, but the above
module seems more helpful (assuming it works with 6.7 - I suspect it
would since it was written for 6.1 and I think the version control
stuff has stayed mostly compatible since then)
