What Tor is saying that it is quite silly to think that Al Gore actually created/invented the internet. What Al Gore was trying to say (and did so poorly in my opinion) is that he was on a committee that approved various aspects of funding to help create the internet. While the concept was already invented (TCP/IP, sending messages across country), it needed funding to expand and that is what Al Gore is claiming to have been a part of.
