I wouldn't rule out GWT. Here is a commercial plugin that can get you visual GUI tool for GWT
http://www.instantiations.com/gwtdesigner/index.html and check out http://code.google.com/p/gwt-google-apis/ in particular, the google visualization library will gets you a lot of charts/graphics.
