The problem is that there are too many rejections based on arbitrary decisions (e.g. http://www.pcworld.com/article/188696/apple_bans_the_word_android_from_app_store.html). In their draconian license agreement it is written in section 7.2 that any applications developed using Apple's SDK may only be publicly distributed through the App Store, and that Apple can reject an app for any reason, even if it meets all the formal requirements disclosed by Apple.
