I'm guessing (just guessing) that information is not available because of personal privacy restrictions?
http://www.android.com/privacy.html There seems to be fairly restrictive wording with regards to intentions and prior consent. If Google offers(ed) the developer service you request, I would authorize Google to send developers that kind of personal information. I think many people would, but then, I'm a developer.
