Yup, there's generally a more liberal tone in Europe - even if not perfect. Moreover, we do not have completely separate 3G frequency bands making it easy to jump to the cheapest carrier. If they wanted to they could've pushed the Nexus One during the superbowl etc. Who knows, we might never know the full story - I suspect perhaps pressure from partners did it.
