Most web developers I know would prefer to develop only for Firefox -
most web developers I know are IE haters. But given to browser
incompatibilities, I guess, that at the final end when developing for
Intranets, the developers concentrate on what is used in that company.
For extranets they need to support every browser theoretically but I
think they will anyway focus on what their clients use. A company
website that offers products for the Mac will test more on Safari I
guess than others.

It's not only the value they don't see, companies often have very bad
experiences with upgrading regarding technical problems. "Never change
a running system" - I hear that so often...

Often upgrades or changes are only done when the old stuff is not
working any more under currently available environment.
