In that particular case my thought is: Maybe, the optimum way of the
employee reaching knowledge is not getting a certification. Probably
that person is an autodidact with problems being criticized.

Maybe that person is the one in the team with the fewest knowledge and
therefore feels pressure. That might be reason for the impatience and
the reason why there is resistance to studying some basics or go for a
certification (which I find in many cases not very efficient when
learning new stuff because mostly what you need to learn for
certifications does not match what you need for actual work).

Even the weakest person in a team can play an important role and
contribute to the project. It is not a race of contributing many code
lines. Maybe you should clear up some general attitude and mindset.
