I can't answer about the first point you mentioned - I'm referring to the initial points, not to the questions - as you know, I don't know Scala. But I understand the doubts of your co-workers when it comes down to think of recruiting. It can be a big problem to invest heavily in a technology (any, not only Scala) and then being unable to perform a personnel turnover when circumstances request it. So, if I am a skeptical manager, I'd start listening you if you were able to prove that my fears are unmotivated, e.g. providing some statistics about the availability of skilled people in my geographic area at a reasonable rates. Note that there are two outputs to this first step: "there are / there aren't" and "how much do they cost more than Java developers". "There aren't" is a showstopper; in the other case, I could feed the cost information to the next stage and you should convince me that it is balanced by an increment of efficiency (and here I can't help, as I don't know Scala).
