Well, with the new schedule, Java7 won't include any jigsaw at all.
Also, I'm guessing jigsaw is going to be at least 2 JSRs. This is what
jigsaw is:

Jigsaw (Primary goal): The modularization of the JVM, in all aspects,
be it runtime, or compile-time.

Jigsaw (Secondary goal): Given that OSGi had a number of significant
disadvantages if used for the primary goal, an alternative module
system will be (has been) developed to complete jigsaw's primary goal.
This alternative module system is also called jigsaw, and the plan is
to release it as a module system usable by anyone.


Technically there's no reason why both of these need to be introduced
in the same java release. However, the loader part of jigsaw part B
has to be in place for jigsaw part A to work. There's also no need for
jigsaw, especially if it is restricted to just the idea that Oracle's
OpenJDK is modularized, to be anything but an implementation detail of
a particular version of a JVM. There's not much of a point to a JSR
for something you never actually notice as a java programmer.
