The "old plugin" was never open sourced.

I've been away from the Java SE team for almost 2 years; at the time
there was thought/plans/hopes to open source the "new plugin" but it
hadn't happened by Jan 2009.  I don't know if the new plugin was ever
open sourced.

Behind those statements are a slew of frustrating meetings discussing
this very issue.
