If the choice is between an increase in fragmentation vs. applications that don't work or become unresponsive, then surely the first one is least painful. Fact: handheld devices *are* different and time doesn't stand still, that goes for Android, WinMo7 and iPhone.
There's AFAIK only uses-sdk and uses-feature directives, to help filter apps in the (de-facto standard) marked, so the only way to "target" specific handsets would be to whitelist manually. The article completely leaves out any sound reasons why Android would be "less secure" than i.e. WinMo7. Indeed the Android/Linux security model seems to be superior, i.e. you need to be root to access the framebuffer (take screenshots) on Android which is not a requirement on WinMo7.
