Yes and no. I mean, a "preinstalled platform" is just a directory with .nbm and some other file laid out in the proper way. If you usually commit your jars with sources, you only need to commit that directory too and have it referenced by Ant. It's almost two years that I don't build NetBeans projects with Ant, but I was able to build them under Hudson with no problems.
