Please elaborate on issues/problems with government employee/agency/bureaucrat... I was once a Sun Microsystems' employee until 2002 and now work for US Navy in a research and engineering support organization (as a technical lead). I understand the layers of bureaucrat in DoD can be very frustrated. But as for government employees, are you all having issue with the individual you dealt with in the past (or may be current) or all gov employees? Think of this as my way of reaching back to private industry to better improve my communication and relationship between myself and my private industry colleagues.
